December holidays: from shopping or restaurants, what you can (or cannot) do

There will be two weekends marked by strong restrictions, not only on circulation, but also on economic activity, affecting commerce in general and restaurants. All classes will be suspended on November 30, 2020 and December 7, 2020, on the eve of public holidays, with a tolerance for the Public Service, and appeals from the Government for private individuals to do the same.

 

The government divided the country on a scale of four levels of severity, in order to understand what restrictions were applied in the municipality in which it lives.

  • Moderate: Municipalities with less than 240 cases per 100 thousand inhabitants in the last 14 days;
  • High: Municipalities with a number of cases between 240 and 479 per 100 thousand inhabitants in the last 14 days;
  • Very high: Municipalities with a number of cases between 480 and 959 per 100 thousand inhabitants in the last 14 days;
  • Extremely high: Municipalities with more than 960 cases per 100 thousand inhabitants in the last 14 days.

Knowing the level of risk in the municipality where you live, it is time to look at the concrete measures applied to each one, taking into account this scale. We now recall the measures applied by municipalities:

For municipalities with a “high” risk level, in addition to the measures applied to the entire continental territory:

  

      • Prohibition of circulation on public roads between 11 pm and 5 am;
      • Action to monitor compliance with mandatory teleworking;
      • Maintenance of the establishment's hours (all closed until 10 pm, except for restaurants and cultural facilities, which may close until 10:30 pm).

For “very high” and “extremely high” municipalities, in addition to the measures applied to the entire national territory, the following also apply:

    • Prohibition of circulation on public roads between 11 pm and 5 am on weekdays;
    • Prohibition of circulation on public roads on Saturdays and Sundays between 1 pm and 5 am;
    • Prohibition of circulation on public roads on December 1 and 8, between 1 pm and 5 am;
    • On November 30 and December 7, commercial establishments must close at 3 pm;

And commerce and restaurants? Can I go shopping?

It all depends on the county where you live, again, the type of store you want to go to (there are establishments that can remain open) and of course, the hours, which will be really tight. Here is the summary of what you need to retain: 

 

Moderate risk counties
• Stores must close between 8 pm and 11 pm - the time being defined by the municipality;
• Restaurants and cultural and sports establishments can stay open until 1 am, but guests can only enter until midnight.


High-risk counties
• Stores and services have to close until 10 pm;
• Restaurants and cultural and sports establishments must close until 10:30 pm.


Very high and extremely high risk counties
• Shops close at 10 pm during the week (except restaurants that may close until 10:30 pm);
• Shops and restaurants close at 1 pm on weekends and on the holidays of 1 and 8 December;
• Shops and restaurants close at 3 pm on the eve of the holidays - November 30 and December 7;
• Restaurants for take-away service (exclusively) and food, natural or dietetic, health and hygiene establishments, with less than 200 square meters and a direct door to the street, are within the restrictions.

Establishments that fall outside these restrictions:

• Establishments where medical services or other health and social support services are provided, namely hospitals, doctor's offices and clinics, dental clinics and urgent medical-veterinary care centers;
• Pharmacies;
• Educational, teaching and vocational training establishments, daycare centers, centers for occupational activities and spaces where full-time school responses are available, including activities for the animation and support of the family, the family support component and curriculum enrichment;
• Tourist and local accommodation establishments, as well as establishments that guarantee student accommodation;
• Establishments that provide funerary and related activities;
